The Weimar Republic's Democratic System

Germany's new constitution made the country democratic for the first time ever. Women could finally vote, and the voting age dropped from 25 to 21 - giving more people a say in their government. Proportional representation meant every party got one seat for every 60,000 votes, making things fairer for smaller political groups.

The system had three main parts working together. The President served as head of state for seven years and stayed out of daily politics, but still chose the chancellor. The Chancellor ran the government day-to-day and picked all the ministers. Parliament had two houses - the powerful Reichstag that controlled taxes and the Reichsrat that represented Germany's different regions.

Checks and balances stopped anyone from getting too much power. The president could dismiss parliament, but voters could change the president. The chancellor suggested laws, but parliament had to approve them. Even local governments in places like Prussia kept control over police, courts, and schools.

However, this democracy faced major problems from the start. Many Germans, especially communists and nationalists, hated the new system because they felt it blocked them from power. The government had to use the army to stop riots in Berlin, which made it look weak and unpopular.

These coalitions constantly argued and fell apart - there were 9 different governments between 1919 and 1923 alone! When crises hit, leaders used Article 48 to bypass parliament entirely, making the whole democratic system seem pointless and encouraging people to want a single, powerful leader instead.
