Kako je stvorena autonomna Kneževina Srbija

Ključni pojmovi i početak autonomije
Shvatićeš ovaj period lakše ako prvo savladaš osnovne termine koji se stalno pojavljuju na testovima. Autonomija znači da Srbija dobija pravo da sama upravlja svojim unutrašnjim poslovima - ima svoju vlast, vojsku, prikuplja porez, ali i dalje ostaje pod vlašću sultana i plaća mu danak.
Hatišerif je sultanova svečana povelja, a za Srbiju su najbitniji oni iz 1830. i 1833. godine. Berat je dokument kojim sultan potvrđuje izbor kneza - Miloš je dobio nasledni berat za svoju porodicu, što je bilo ogromno.
Prvi korak ka autonomiji bio je usmeni sporazum između Miloša i Marašli Ali-paše 1815. godine. Dogovoreno je da Srbi sami skupljaju porez, da se osnuje Narodna kancelarija kao neka vrsta srpske vlade, i da Miloš bude priznat za "baš-kneza".
Zapamti: Proces autonomije je bio postepen - od usmenog dogovora do zvaničnih hatišerifa!
Hatišerif iz 1830. - "krštenica" srpske države
Ovo je najvažniji dokument koji moraš da znaš napamet! Hatišerif iz 1830. je nastao nakon što je Rusija prisilila Tursku Jedrenskim mirom 1829. da reši srpsko pitanje. Ovim dokumentom je zvanično priznata autonomija Srbije.
Sultan je priznao Miloša za naslednog kneza, što znači da će kneževsko dostojanstvo ostati u porodici Obrenović. Danak Turskoj je konačno fiksiran, pa više nije zavistio od ćefova pojedinih paša. Srbi su dobili slobodu trgovine i veroispovesti.
Najvažnije od svega - Turcima (osim vojnih posada) je zabranjeno da žive u Srbiji. Ovo je značilo da Srbija postaje etnički homogenija i gradi svoje institucije bez mešanja.
Zašto je ovo bitno: Hatišerif prebacuje Srbiju iz nezvaničnog u zvanično stanje - autonomija više nije samo usmeni dogovor!
Hatišerif iz 1833. - teritorijalno zaokruživanje
Tri godine kasnije, Hatišerif iz 1833. donosi još veće promene. Srbiji se pripajaju šest novih nahija . Ovo je enormno proširilo teritoriju Kneževine.
Konačno je ukinut feudalizam i proterani su svi spahije - osmanski feudalci više nemaju nikakva prava u Srbiji. Srbi sada mogu da imaju svoju upravu, sudove i škole.
Sa ovim hatišerifom, Srbija je teritorijalno zaokružena i rešeno je agrarno pitanje - zemlja prelazi u ruke srpskih seljaka.

Unutrašnji sukobi i prvi srpski ustav
Iako je Miloš bio vešt diplomata spolja, unutra je vladao kao apsolutista. Ovo je dovelo do Miletine bune 1835. godine, koju je predvodio Mileta Radojković. Narod i starešine su zahtevali ograničavanje kneževe vlasti i donošenje ustava.
Pod pritiskom, Miloš pristaje na Sretenjski ustav 1835. koji je napisao Dimitrije Davidović. Ovaj ustav je bio neverovatno liberalan - predvideo je podelu vlasti na zakonodavnu, izvršnu i sudsku, garantovao lične slobode i nepovredivost imovine.
Problem je bio što je ustav bio "previše napredna" za to vreme. Velike sile (Turska, Rusija, Austrija) su ga smatrale opasnim presedanom. Ustav je bio na snazi samo 14 dana!
Čini mi se interesantno: Sretenjski ustav je ukidao ropstvo rečenicom "Svaki Srbin je slobodan čim stupi na srpsku zemlju"!
"Turski" ustav i pad Miloša
Umesto Sretenjskog, 1838. je donesen "Turski" ustav u formi hatišerifa. Cilj je bio da se ograniči vlast kneza Miloša jednom za svagda.
Vlast je podeljena između kneza, Soveta (Državnog saveta) i naroda. Sovjet postaje najvažniji organ - njegovih 17 članova je doživotno, a knez ih ne može da smeni bez saglasnosti Porte.
Ovaj ustav je bio Miloševasmrt politička. On više nije mogao da vlada apsolutistički, pa je 1839. abdicirao. Dolaze na vlast ustavobranitelji koji će poštovati "Turski" ustav.
Interesantno je što su velike sile podržale ovaj ustav jer im je odgovarala slaba Srbija sa ograničenim knezom.
Za testove zapamti: Sretenjski ustav - 14 dana, "Turski" ustav - doveo do Miloševog pada!

Ne smeš da mešaš autonomiju i nezavisnost! Autonomija je samouprava pod tuđim suverenitetom, nezavisnost je potpuna samostalnost. Srbija stiče nezavisnost tek 1878. na Berlinskom kongresu.
Hronologija koju moraš znati: Drugi ustanak (1815) → Jedrenski mir (1829) → Hatišerif (1830) → Hatišerif (1833) → Miletina buna (1835) → Sretenjski ustav (1835) → "Turski" ustav (1838) → Miloševa abdikacija (1839).
Miloša Obrenovića posmatraj dvostrano - spolja vešt diplomata i tvorac države, iznutra surovi apsolutista. Rusija je bila ključni spoljni faktor, štitila je Srbiju ali gledala svoje interese.
Rezultat celog perioda je jasnost - stvorena je autonomna Kneževina Srbija sa definisanom teritorijom, unutrašnjom upravom i naslednom dinastijom Obrenović.
Motivacija: Ovaj period je temelj moderne srpske države - bez njega ne bi bilo ni Kraljevine ni današnje Srbije!
