Industrial Reforms and Worker Discontent

Stolypin's industrial reforms aimed to improve working conditions and create a National Insurance Scheme for workers. However, these efforts were overshadowed by rapid urbanization and deteriorating living conditions in cities.

Example: In 1913, 100,000 people moved to cities, leading to overcrowding and poor living conditions.

The failure of industrial reforms to address workers' grievances became evident in events such as the Lena Goldfields Strike of 1912:

Political Reforms and Their Impact

The October Manifesto and subsequent political reforms marked a significant shift in Russian governance, but ultimately fell short of expectations and weakened Tsarism.

Stolypin's agricultural reforms aimed to address rural poverty and prevent famine, but their impact on strengthening Tsarism was limited.

Vocabulary: Kulaks - wealthy peasants who emerged as a result of Stolypin's reforms.

Key aspects of the agricultural reforms included:

  1. Scrapping redemption payments to alleviate peasant poverty
  2. Creating the Peasant Land Bank to provide financial assistance
  3. Encouraging migration to Siberia to utilize available land

Quote: "Stolypin wanted 20 years for reforms to work but number of peasants that were taking loans and buying land was slowing by 1910- evidence it levelled off."
