Elizabeth I and Her Government

Elizabeth ruled through a sophisticated system of loyalty and rewards called patronage. By giving titles and power to nobles, she ensured their support while making banishment from court a feared punishment. The queen's government operated through several key structures.

The Royal Court was the centre of power, containing 2,000 officials, servants and advisers surrounding the queen. Meanwhile, the Privy Council handled day-to-day governance and was led by the Secretary of State. Though Parliament existed, it held much less power than today, with Elizabeth deciding when to call sessions and what advice to accept.

Elizabeth's trusted advisers shaped her reign significantly. William Cecil, her most trusted advisor who served twice as Secretary of State, influenced her policies on Catholic Ireland and religious matters. Francis Walsingham, another Secretary of State, was famous for having "eyes and ears everywhere" and helped establish England as a naval power.

Local governance happened through Lord Lieutenants (who administered regions, collected taxes and could raise militias) and Justices of the Peace (local gentry who enforced laws and could imprison people).

Elizabeth's difficult childhood profoundly shaped her rule. Born in 1533 to Henry VIII and Anne Boleyn, she faced disappointment for being female. Her mother's execution for treason when Elizabeth was just three years old was traumatic, though she subtly showed loyalty by wearing Anne's jewellery. Being imprisoned in the Tower of London by her sister Mary actually benefited her future leadership, giving her time to grow politically and learn from her sister's mistakes.
