Government Policies as Primary Causes

Lysenkoism became official policy in 1958, even though its creator Trofim Lysenko was already being discredited. This pseudoscientific approach forced farmers to follow an 8-point programme that included sensible ideas like improved tools and seeds, but also disastrous practices like close planting and deep ploughing.

The most catastrophic element was pest control, which focused on killing birds to prevent them eating seeds. This destroyed the natural ecosystem and actually worsened crop failures, showing how ideological thinking trumped scientific evidence.

Mao's abolition of private farming and introduction of communes completely destroyed peasant motivation. Combined with grain requisition policies to pay debts to the Soviet Union and feed cities, this left rural areas devastated whilst urban populations remained relatively protected.

Key Point: Fear prevented honest reporting - party cadres lied about agricultural success because they were terrified of being sent to labour camps, allowing failed policies to continue unchecked.

Mao's Leadership Failures and Natural Factors

Mao's authoritarian leadership eliminated economic advisors during the Hundred Flowers campaign and rejected all criticism. When Peng Dehuai denounced the policies at the Lushan Conference, Mao simply sacked him rather than address the problems.

The "walking on two legs" movement forced peasants to produce both steel and grain simultaneously, leading to exhaustion and death. Mao's ideology demanded that the countryside be sacrificed for industrial expansion, showing his complete disregard for rural lives.

Natural disasters did play a role - 1960 saw the worst drought in over a century combined with severe flooding. However, these were manageable compared to the government-created catastrophe.

Even when some communes produced surplus food, China's poor infrastructure meant it couldn't be distributed effectively. This transport problem stemmed partly from decades of civil war and Japanese occupation before 1949.

Bottom Line: Whilst natural disasters contributed, government policies were overwhelmingly responsible for turning manageable food shortages into history's deadliest famine.
