Imagine un système où tous les citoyens peuvent directement voter les lois et prendre les grandes décisions ! C'est exactement ce qui se passait à Athènes grâce à trois institutions principales.
L'Ecclésia était l'assemblée où tous les citoyens masculins de plus de 18 ans pouvaient participer. Ils y votaient les lois, décidaient de faire la guerre ou la paix, et élisaient certains dirigeants. C'était le vrai cœur de la démocratie !
La Boulè était un conseil de 500 citoyens tirés au sort qui préparait les projets de lois pour l'Ecclésia. Ils géraient aussi les affaires courantes de la ville, un peu comme nos conseillers municipaux aujourd'hui.
L'Héliée était le système judiciaire avec 6000 citoyens tirés au sort comme jurés. Ils rendaient la justice dans des procès, parfois avec plus de 1000 jurés pour les affaires importantes !
💡 Bon à savoir : Le principe d'iségoria (égalité de parole) permettait à chaque citoyen de s'exprimer librement devant l'assemblée, peu importe sa richesse !

Attention, ne te trompe pas : cette "démocratie" ne concernait qu'une petite partie de la population ! La société athénienne était divisée en plusieurs groupes avec des droits très différents.
Les citoyens avaient tous les droits : voter, participer aux assemblées, posséder des terres et être protégés par la loi. Mais pour être citoyen, il fallait être un homme né de parents athéniens.
Les métèques étaient des étrangers libres qui vivaient à Athènes. Ils pouvaient travailler et payer des impôts, mais n'avaient aucun droit politique. Ils devaient même payer une taxe spéciale !
Les femmes n'avaient pratiquement aucun droit, même si elles étaient nées athéniennes. Elles restaient sous l'autorité d'un homme toute leur vie et ne pouvaient pas participer à la vie politique.
Les esclaves représentaient environ un tiers de la population et n'avaient aucun droit - ils étaient considérés comme des objets.
💡 À retenir : L'ostracisme permettait d'exiler pendant 10 ans une personnalité jugée dangereuse pour la démocratie, sans procès !

Le siècle de Périclès marque l'apogée d'Athènes ! Périclès était un dirigeant brillant qui a renforcé à la fois la démocratie et la puissance de sa cité.
Athènes avait transformé la Ligue de Délos, une alliance défensive contre les Perses, en véritable empire maritime. Les autres cités versaient un tribut à Athènes, qui utilisait cet argent pour embellir la ville (comme la construction du Parthéon).
Périclès a aussi rendu la participation politique plus accessible en créant le misthos : une indemnité versée aux citoyens pour participer aux institutions. Ainsi, même les plus pauvres pouvaient se permettre d'aller aux assemblées.
Cependant, cette domination athénienne créait des tensions. Les autres cités grecques reprochaient à Athènes de se comporter comme un tyran, ce qui a contribué au déclenchement de la guerre du Péloponnèse.
