Reality Check: Despite these harsh conditions, favelas house 60% of Rio's suburban population - they're not just temporary solutions but permanent communities that need proper support.

Rather than bulldozing favelas, Rio chose a smarter approach - upgrading them. The Favela Bairro Project represents a site and service scheme where authorities provide land and services whilst residents build and improve their own homes.
Key improvements include 100% mortgages for home purchases, credit access for building materials, and self-help housing schemes. The project also installed cable cars for transport (with one free daily return trip) and expanded youth programmes to prevent crime involvement.
