Kako deluje ekonomska politika v Sloveniji

Kaj sploh je ekonomska politika?
Ekonomska politika je kot strategija države za doseganje boljšega življenja za vse nas. Država poskuša vplivati na gospodarstvo tako, da bi bilo čim manj brezposelnih, cene stabilne in življenjski standard višji.
V Sloveniji imamo zanimivo situacijo - del odločitev sprejemajo naše institucije (kot je Vlada RS), del pa evropske (predvsem Evropska centralna banka). To pomeni, da nimamo popolne kontrole nad svojim gospodarstvom.
Glavni nosilci so pri nas Državni zbor (sprejema proračun), Vlada (predlaga in izvaja ukrepe), Banka Slovenije (nadzoruje banke) in ECB (določa obrestne mere za evro).
Zapomni si: Slovenija nima več svoje valute, zato o obrestnih merah odloča ECB v Frankfurtu, ne naša vlada!
Magični štirikotnik - zakaj je težko biti vlada
Predstavljaj si, da moraš hkrati dosegati štiri cilje, ki si pogosto nasprotujejo. To je magični štirikotnik ekonomske politike:
Gospodarska rast pomeni, da se BDP povečuje in imamo višji življenjski standard. Stabilnost cen pomeni nizko inflacijo (okoli 2%), da denar ne izgublja vrednosti.
Visoka zaposlenost je cilj, da ima čim več ljudi službo. Uravnotežena plačilna bilanca pomeni, da uvozimo približno toliko, kolikor izvozimo.
Problem je v tem, da če poskušaš zmanjšati brezposelnost (npr. z večjimi javnimi investicijami), lahko povzročiš inflacijo. To je Phillipsova krivulja - kompromis med zaposlenostjo in stabilnostjo cen.
Ključno za maturo: Zapomni si, da so cilji konflikten - to je pogosto vprašanje na izpitih!
Fiskalna vs. monetarna politika
Fiskalna politika je v rokah naše vlade in gre za upravljanje s proračunom. Monetarna politika pa je v rokah ECB in gre za upravljanje z denarjem in obrestnimi merami.
Pri fiskalni politiki vlada lahko izvaja ekspanzivno politiko (zniža davke ali poveča izdatke za spodbujanje gospodarstva) ali restriktivno politiko (zviša davke ali zmanjša izdatke za umiritev inflacije).
Monetarna politika deluje preko obrestnih mer. Ko ECB zniža obrestne mere, postanejo posojila cenejša in ljudje več trošijo. Ko jih zviša, se gospodarstvo ohladi.
V Sloveniji imamo posebnost - monetarno politiko izvaja ECB za celotno Evroobmočje, mi pa lahko vplivamo le na fiskalno politiko.
Pomembno: Na maturi pogosto sprašujejo razliko med tema dvema politikama in kdo ju izvaja!
Kako deluje fiskalna politika v praksi
Ekspanzivna fiskalna politika se uporablja, ko je gospodarstvo v krizi. Vlada zniža davke (več denarja ostane ljudem) ali poveča javne izdatke (gradi ceste, šole, izplačuje višje socialne pomoči).
Rezultat? Agregatno povpraševanje se poveča, ljudje več kupujejo, podjetja več proizvajajo in zaposlujejo. Paziti pa moraš na proračunski primanjkljaj in rast javnega dolga.
Restriktivna fiskalna politika je nasprotna - zviša davke ali zmanjša izdatke. Uporablja se, ko je inflacija previsoka ali se gospodarstvo "pregreva".
Problem je, da lahko taka politika upočasni rast in poveča brezposelnost. Zato mora vlada pazljivo izbirati, kdaj uporabi kateri pristop.
Za maturo: Vedno poveži vzrok z ustrezno politiko !
Praktični primeri iz Slovenije
Primer inflacije 2022-2023: Ko so cene skokovito narasle (preko 10%), je ECB dvignila obrestne mere za celotno Evroobmočje. Naša vlada pa je izdala energetske bone in regulirala cene goriv - torej ciljana pomoč namesto klasične restriktivne politike.
Primer pandemije 2020-2021: Gospodarstvo se je ustavilo, zato je vlada sprejela proti-koronske pakete (PKP). Subvencionirala je čakanje na delo, izplačevala temeljni dohodek samozaposlenim in izdala turistične bone.
ECB je hkrati ohranila nizke obrestne mere in uvedla program odkupovanja obveznic (PEPP), kar je državam omogočilo poceni zadolževanje.
Rezultat? Preprečili smo katastrofo v zaposlovanju, vendar se je javni dolg močno povečal.
Ključno: Ti primeri odlično ponazarjajo, kako teorija deluje v praksi - pogosto so vprašanja na maturi!
Hiter pregled za maturo
Magični štirikotnik: gospodarska rast, stabilnost cen, polna zaposlenost, uravnotežena plačilna bilanca. Cilji so si pogosto v nasprotju!
Fiskalna politika (Vlada RS): davki in javni odhodki. Ekspanzivna = spodbuja gospodarstvo, restriktivna = umirja inflacijo.
Monetarna politika (ECB): obrestne mere. Nizke obrestne mere spodbujajo gospodarstvo, visoke ga ohladijo.
Posebnost Slovenije: Nimamo več svoje valute, zato monetarno politiko vodi ECB. To pomeni manj samostojnosti, a tudi večjo stabilnost.
EU omejitve: Javni dolg pod 60% BDP, proračunski primanjkljaj pod 3% BDP (čeprav so pravila trenutno prožnejša).
