Creating laws in Britain involves two main paths: government processes through Parliament and judicial processes through the courts. Understanding these systems helps you see how democracy actually works in practice.

Parliament's lawmaking starts in the House of Commons with 600 elected MPs from diverse backgrounds, then moves to the House of Lords (mostly upper-class members, though more women are involved recently). The process follows seven clear stages, from the first reading (just a formality) through to royal assent when the monarch officially approves the law.

The most important stages are the second reading (where the main debate happens), the committee stage (detailed examination by MPs from different parties), and the potential "ping-pong" between Commons and Lords when they disagree on changes. This back-and-forth ensures both houses properly scrutinise every law.

Judicial lawmaking happens when judges create common law through judicial precedent (following past decisions) or when superior courts interpret existing statutory law. Judges use three interpretation rules: the literal rule (taking words at face value), the golden rule (avoiding absurd results), and the mischief rule (focusing on what lawmakers intended rather than exact wording).
