State Crime
State crimes including torture, genocide, corruption, and war crimes represent the darkest end of unreported crime. Victims face threats, imprisonment, or execution for speaking out, whilst fear for family safety keeps many silent.
Personal trauma and systematic intimidation prevent survivors from coming forward. When the state itself is the perpetrator, there's often nowhere safe to report.
Governments control media coverage, suppress evidence, and censor criticism to maintain their narrative. Citizens may even accept state violence if propaganda convinces them it's necessary for security, making speaking out seem like treason.
Reality Check: In authoritarian regimes, "crime reporting" can literally be a life-or-death decision for victims and their families.
