Rio de Janeiro offers numerous social and economic opportunities for its residents and migrants, despite facing significant challenges.
The city provides better access to healthcare and education compared to rural areas. Even in favelas, residents have improved access to these essential services. The literacy rate in Rio is impressively high, with only 4% illiteracy.
Vocabulary: Favelas are informal settlements or slums in Brazilian urban areas, often characterized by substandard housing and lack of basic services.

The training for employment program was not as successful as anticipated. It became apparent that what residents truly needed were basic literacy skills (reading and writing) rather than job-specific training.
Infrastructure improvements were often left incomplete or poorly maintained. For instance, road widening projects and sewage works were either unfinished or fell into disrepair due to lack of ongoing maintenance.
The much-touted cable car system, a symbol of the project's ambition, fell into disrepair and is now out of service.
Highlight: The failures of the Favela Bairro Project highlight the importance of sustainable, long-term planning in urban development initiatives.
