君たちが普段使っているスマホや服が世界中から来ているように、1920年代の世界経済もすでにつながっていたんだ。だからこそ、アメリカ一国の問題が世界を巻き込む大災害になってしまった。
世界恐慌は1929年10月24日の「暗黒の木曜日」に始まる。ニューヨークの株式市場で株価が大暴落し、それまで「永遠の繁栄」を謳歌していたアメリカ経済が一気に崩壊したよ。
この恐慌への対応策としてニューディール政策、ブロック経済、ファシズムという3つの異なる道が生まれた。政府が積極的に経済に介入するか、植民地との結びつきを強めるか、それとも独裁体制で対外侵略に向かうか。各国の選択が世界の運命を分けることになる。

暗黒の木曜日で株価が暴落すると、企業の倒産と銀行の閉鎖が連鎖的に起こった。問題はここからで、アメリカに経済的に依存していたヨーロッパ諸国、特にドイツが大打撃を受けることになる。
世界への波及は2つのルートで起こった。まずアメリカ資本の引き上げで、戦後復興を支えていた投資が一気に停止。次に世界貿易の縮小で、アメリカが自国保護のために関税を上げると、他国も報復的に関税を引き上げた。

恐慌への対応は、各国が植民地を持っているか（持てる国）、持っていないか（持たざる国）で大きく分かれた。まず民主主義を維持しながら対応した国々を見てみよう。
アメリカでは1933年にローズヴェルト大統領が就任し、ニューディール政策を実施した。**TVA（テネシー川流域開発公社）**でダム建設などの公共事業を行い、**AAA（農業調整法）**で農業を保護し、政府が積極的に経済に介入して雇用を創出したんだ。
イギリスとフランスは広大な植民地を活用したブロック経済で対応した。イギリスはスターリング・ブロック、フランスはフラン・ブロックという排他的な経済圏を作り、域内では関税を下げ、域外には高い関税をかけた。
でも、このブロック経済は植民地を持たない国々を世界市場から締め出す結果となり、新たな国際対立の火種を作ってしまった。

ファシズムは単なる独裁とは違う。議会制民主主義や個人の自由を否定し、国家を絶対視して、強力な指導者の下で国民を統制する全体主義的な体制なんだ。
