Notting Hill Case Study: Housing, Culture and Discrimination
Housing exploitation was rampant in post-war Notting Hill. Peter Rachman, a notorious slum landlord, used intimidation and force to overcharge tenants whilst increasing rents without warning. Many Caribbean families were forced into overcrowded HMOs (Houses in Multiple Occupation) due to widespread housing discrimination.
However, some fought back against this injustice. Bruce Kenrick established the Notting Hill Housing Trust, using donations to buy run-down properties and refurbish them to sell cheaply to minority groups. This provided a lifeline for families who couldn't access decent housing elsewhere.
Caribbean culture flourished despite the challenges. Shebeens - unlicensed bars in people's homes - offered cheap entertainment, soul music, and crucially, spaces free from racial discrimination. Though authorities portrayed them as criminal haunts, they were simply community spaces with different cultural norms around closing times and music.
All Saints Road became the beating heart of Caribbean culture in London. Frank Crichlow's Mangrove restaurant anchored this community, alongside various cafes and shops. Portobello Road developed into a famous market, whilst Claudia Jones launched both the Notting Hill Carnival and the West Indian Gazette newspaper.
Key Point: The 1958 Notting Hill riots erupted when Teddy Boys - white youths encouraged by politicians like Oswald Mosley - attacked black-owned businesses with bricks and petrol bombs.
The Mangrove Nine case became a watershed moment. Police repeatedly raided Crichlow's restaurant during peak hours to damage business, never finding anything illegal. In 1970, a peaceful protest against this harassment ended in arrests. Darcus Howe and Althea Jones-LeCointe represented themselves in court, generating massive media attention. Though acquitted, Justice Salmon made the first official recognition of racism within the Metropolitan Police.
