Picture the strongest storm ever recorded hitting a country of over 7,000 islands - that's exactly what happened when Typhoon Haiyan slammed into the Philippines on 7th-8th November 2013. Climate change had been quietly setting the stage for disaster - sea levels around the Philippines had risen three times faster than the global average due to changing wind patterns. The Philippine government's immediate response showed both preparation and quick thinking. They issued televised warnings beforehand and set up over 1,200 evacuation centres. Long-term responses focused on building back better rather than just rebuilding. Cash-for-work programmes paid locals to clear debris and reconstruct Tacloban, keeping money in the community whilst getting essential work done. International charities like Oxfam replaced destroyed fishing boats, recognising that people needed their livelihoods back, not just emergency food.
The government also built more cyclone shelters specifically designed for coastal evacuations. This wasn't just about helping with Haiyan's aftermath - it was about preparing for the next big storm, because in the Philippines, there's always going to be a next time.
