It's a metaphor as well as a hyperbole, due to the exaggerated response of the family regarding the inspector. This was said by Mr Birling if I believe? This quote just goes to show how extensive the inspector is in his approach to the case of Eca Smith

it’s both a metaphor as they’re not actually hanging themselves but more their dignity and self righteousness but also irony as they’ve all made a person “hang themselves” by making decisions which ended up leading another person to kill themself
